I guess it is something firewall related.
The situation: I have an old server that is acting wonky, so I want to setup a new server on a different ip address, transfer all the info over from the old server, take it off the network, then change the IP address of the new server to match the old server.
I used Virtual min to move the virtual hosts to the new computer, everything went ok.
Disconnected the old server and set the new server to same IP address. Now I can't access web pages from outside the network, but pages browsed locally work right.
Before I reset the IP address on the new server to match the old, email and sites were working normally on the new server.
FIrwall? What do I need to do to fix this?

Hmm, I'm confused by the problem you're having there -- are you saying that you're doing web browsing from your server? Or do you have another desktop, and you're having problems browsing web sites from your desktop?

I setup the new server on a.b.c.137, moved a few domains (updating the dns records for the new ip address) and all incoming and outgoing mail worked, and I could see the internet from the server and I could see web sites on this new server from outside the network.
The old server is a.b.c.138.
When I unplug the old server and change the new server IP address to match (a.b.c.138) then everything stops working. If I set it back to a.b.c.137 then it starts working again.
Here's how to duplicate the error:
1- Build a new server
2- Apply all outstanding updates
3- Install Webmin
4- Install Virtualmin
5- Browse outside web pages: ok
6- Change IP address
7- Browse outside web pages: Doesn't work
8- Browse Localhost webmin: Doesn't work
