capabilities for extra admins?

I've (as root) created two extra admins for one domain and set up their capabilities, e.g., they can both install scripts. But when logging in as either I see no way to do this - it isn't in the menus. Is there something non-obvious I need to do here?

VM GPL 3.86/Ubuntu 10.04.2
