Webmin isn't showing zones in included files

On Debian the named.conf includes this line:

include "/etc/bind/named.conf.local";

Webmin correctly adds zones to this file, and the zones work, and Webmin also allows editing of this file using the Edit Config File page. But when looking at the BIND module, no zones from this file are listed, and likewise, the Virtualmin DNS Domain page shows zero records of all types.
