Yup! By default, it should generate an email to your customer anytime you setup an account for them.
You can configure the exact message that's sent in System Settings -> Server Templates -> Default -> Mail for Domain -> "Email message to send upon server creation".
By default the domain admin user's email address will use default domain name, without any account info received , how the user to get information like password, url , ftp and etc
So account info should send to personal email address while creating a new virtual server ? Where to specify personal email address ?

The initial signup email is sent to the address you set in Create Virtual Server -> Advanced options : Contact email address.
That is also the pre-set address for the "Re-send signup mail" form.
And in case the mail got lost somehow, it can be re-sent under Administration Options -> Re-send signup email. :)
