Unfortunately, you can't assign different FTP "lock-in" directories to different users of a domain, but only to all users of a domain, at least not with Virtualmin alone.
That particular feature of ProFTPD is based on group membership, and Vmin can assign groups to new users only per-domain, e.g. using the template feature "Mail for domain : Secondary group for FTP users".
If you wish individual FTP restrictions, you'd need to manually edit the user in question in Webmin.
