this is a new server and I created the first new virtual server. this new user was not added to the group.
can you reproduce this? it runs virtualmin gpl though.

You're right, this doesn't actually work fully :-(
The user inherits any additional modules and ACL settings from the group, but doesn't get added as a member properly. I'll fix this in Virtualmin 3.78.

do you have a quick fix I can apply now?
The issue is that I have disabled some features in the filemanager and the server is hosting free accounts.
Without this group, untrusted users have full access to features I dont want them to have.

Sounds like a bug.
However, note that this option only adds the admins for new domains to the given Webmin group. It won't effect what groups existing domains are in ..
