Ssytem Time displays a blank screen under the Change Time Zone and Time Server Sync tabs.
/var/webmin/miniserv.error shows many entries of the following:
Error: hwclock failed :
Cannot access the Hardware Clock via any known method. Use the --debug option to see the details of our search for an access method.

I've seen this on VPS systems for which the hardware clock cannot be accessed.
The fix is to go to the System Time module, click on Module Config, and change "System supports hardware time" to "No".
Better detection of this will be in the next Webmin release.
