No, they do not have root access to the system when they log in.
Virtualmin does do a few things for that user that they couldn't normally do -- add DNS records, create domains in Apache, and so forth.
But in general, they have the permissions of a "user" on your system (and you can see the various users created by Virtualmin setup in /etc/passwd).
