root access

Hi when Admin or root create servers for his clients, do his client have root access to the the server "when they log on virtualmin"? thank you

No, they do not have root access to the system when they log in.

Virtualmin does do a few things for that user that they couldn't normally do -- add DNS records, create domains in Apache, and so forth.

But in general, they have the permissions of a "user" on your system (and you can see the various users created by Virtualmin setup in /etc/passwd).
