General announcements to all email users?

I would like to be able to send general announcements to all email users of the system. Things like, "The system is going down for maintenance", or "the following error occured and has now been fixed..."

I've been looking through docs and searching the forums, but I can't find anything.

Under virtualmin - Email Messages - Email Server Owners, you can send an email to all or a selection of the domains. Is that what you need?
