Hi,
Could you please provide a screenshot of the page before you hit Save button? It works fine for me. What Webmin and Virtualmin versions are you running there? The latest are 1.954 and 6.11 accordingly.

When the original backup was created, was it signed with a backup key?

Ok, that is a necessity for backups that you want domain owners to able to restore, in order to ensure they are restoring a legit backup. You can create a key at Backup and Restore -> Backup Keys.

I'm having the same issue, getting the same error message, "Failed to save scheduled backup : Only signed backups can be restored by virtual server owners"
Operating system Ubuntu Linux 20.04.1 Webmin version 1.955 Virtualmin version 6.12
Since I do not have a Virtualmin Pro, I am unable to make Backup Keys.
The Backup and Restore was previously working, however.

Login into the domain you are trying to backup..
select backup/restore
top selection Something about Keys..
Create a key for the domain
go back to the the admin login
go to backup/Restore
Select the backup schedule
Under "destination and format"
Select Encrypt backup with key :
Select key
Works for me YMMV
