main virtual sub server owner cannot access ftp why?

I have setup a new virtualmin install to test a problematic joomla website. I intend to use the akeeba plugin to perform a site transfer

In virtualmin, i have created a primary domain1.com and then a development joomla.domain1.com

In the virtual sub server joomla.domain1.com i have created a new site user1@joomla.domain1.com (LHS of add user page, giving access to both email and ftp). This should work shouldnt it?

*I have also created a different ftp user and the same issue exists

when i attempt to login to ftp port 21 via filezilla i just keep getting the following over and over again...

I do note that when the connection is first established, i get a certificate warning in filezilla that the certificate being used does not belong to this domain, but i can accept that and move forward, so i am assuming that this isnt the problem?

I have tried this... https://www.virtualmin.com/documentation/web/faq#toc-ftp-service-isnt-wo... and it made no difference.

what am i doing wrong here?

Did you try to connect in SFTP on the port 2222 ?
