"Primary email address enabled?" seems to default to "no"

"Primary email address enabled?" seems to default to "no" for each virtual server's main user account (Edit Mail and FTP Users) in freshly imported virtual server backups, at least if other users exist on that virtual server (no tests done without secondary users)...so in separate area "virtualmin >> email settings >> Email Server Owners", is there a way to assure the account owners get notifications no matter what these settings default to, or if the account holder ever changes the primary user settings?

Excuse my ignorance, but how was this resolved? On my system all Primary Email Address is also on "Not Enabled" and I can't seem to change it.
