"Missing <header> section" on top of page!

I see this at the top of page right above "Configurable options for Read Mail" when user clicks on "Preferences" and also the "Save" button does not work.

Alright, I have taken a closer look.

I tried to reproduce what you're talking about but couldn't. When I change settings in Mail Preferences they are saved. Besides I can see headers in there, like Mail list, Reading email, Writing email and other.
