Got this error on new centos 6.9 :

You could try using --skip-broken to work around the problem

Found the cause of error.
for some reasons , RPMs from http://software.virtualmin.com/gpl/rhel/6/x86_64/ was not reachable and return 404 error or others. is was accessible from other locations , but not reachable from Hetzner network. so i changed ip of software.virtualmin.com to its other ips in /etc/hosts and problem solved.
ip that work for me for software.virtualmin.com is 108.60.199.117 and ip that didn't work was 163.172.162.254.
virtualmin sysadmin should solve this bug.
