Howdy -- sorry that you're having a problem with the software repository!
Can you paste in the contents of your /etc/apt/sources.list file?
That will help us understand what's going on there. Thanks!

root@hosting:~# cat /etc/apt/sources.list
## Note, this file is written by cloud-init on first boot of an instance
## modifications made here will not survive a re-bundle.
## if you wish to make changes you can:
## a.) add 'apt_preserve_sources_list: true' to /etc/cloud/cloud.cfg
## or do the same in user-data
## b.) add sources in /etc/apt/sources.list.d
## c.) make changes to template file /etc/cloud/templates/sources.list.tmpl

Ah, it looks like there's actually two different entries for two different licenses there.
It looks like your active license is "5566052".
If that's the one you want to use, try commenting out these two lines here:
deb http://5563736:dYwJnG4Wqq@software.virtualmin.com/ubuntu/ virtualmin-xenial main
deb http://5563736:dYwJnG4Wqq@software.virtualmin.com/ubuntu/ virtualmin-universal main
Note that they reference a 5563736 license, which isn't currently active.
Let us know if that helps!
