Webmin>System>Bootup and Shutdown> (i try to enable the following quota services, however this is the result after doing that)

Is this error because i have disabled Mailman? I assumed that the filesystem quota is not reliant on mailman?

That mailman link is for the systemd mailing list. It has nothing to do with Mailman. And, no quotas have nothing to do with Mailman.

I'm not sure why quotas wouldn't work on GCE...but, it may be that they just don't support them in their kernel. If you can't get quotas turned on even after rebooting, it may just be a feature you don't have. Virtualmin manages kernel quotas...if the kernel doesn't support quotas, it can't manage them. Virtualmin can do soft quotas, without kernel support, but it's not realtime (users can create files well above their quota size and it can take a while for Virtualmin to notice).

Might be worth googling to see if others have had success turning on quotas on their GCE systems (just turning on quotas and using them is not a Virtualmin specific issue, so you don't need to include Virtualmin in your search terms to find useful info). I couldn't find anything in a cursory search, and I don't currently have a GCE account for testing...so, I'm just guessing.

Try rebooting. Try turning them off and on in the Webmin Disk Quotas module, and rebooting again. If that doesn't do it, I dunno.
