Howdy -- since you're using the free Virtuamlin there, we may need to move your request over to the Forums... however, one quick question first -- what is the output of this command:
dpkg -i /var/cache/apt/archives/usermin_1.690_all.deb

Okay, it looks like it's not currently in the cache.
You may just want to re-run the installer and see if that makes a difference.

You could try downloading Usermin from here:
http://software.virtualmin.com/gpl/ubuntu/dists/virtualmin-universal/mai...
Upload that to your server, and then run "dpkg -i usermin_1.690_all.deb" on it.

Is this being installed onto a freshly installed distro?
It sounds like Usermin may already be installed, or that something else is running on port 20000.
It doesn't sound like you're experiencing a bug there though.
Since you're using Virtualmin GPL, and it doesn't appear you're seeing a bug, you'd actually want to use the Forums if you have any followup questions. We monitor the Forums, along with lots of wonderful folks in the community.

yes it is a freshly installed distro without usermin.
I re-install the distro and I install it from the beginning and now everything is ok.
