I'm using Ubuntu 16.04 and Virtualmin/Webmin. I want to create another PHP project outside the webmin/virtualmin project but it can't run PHP. The PHP file is text output.

What do you mean "outside of Virtualmin" ?

Howdy -- it actually looks like you're using Virtualmin GPL there... the area here is for folks using Virtualmin Pro.
