I'm in the process of migrating user accounts from an old mail server to a Virtualmin installation.
To be able to keep the original usernames for POP3/IMAP/SMTP it would be helpful to have the ability to pass a --noappend option to create_user.pl to prevent Virtualmin from mangling with the usernames and possibly also via a new optional column to the mass user creation form.

So you'd like the ability to create a user with a specific name? That's a good idea ... I will add a --noappend flag to create-user.pl in the next release.
