No, there isn't a newsletter, though that isn't a bad idea.
To keep up with happenings, you could keep an eye on the News forum here, along with the Virtualmin twitter account over at twitter.com/virtualmin.

Configuring/troubleshooting Debian servers is always great fun
I guess receiving newsletters will be very useful but blog is ok too.
