CPU Load

Hi,

I have a question about CPU load that is showing on the system information page. My system is showing about 66% CPU load on the system information page but going to Running Process, it's showing CPU load averages: 0.23 (1 mins) , 0.31 (5 mins) , 0.28 (15 mins) CPU type: Intel(R) Xeon(R) CPU E5-2620 v2 @ 2.10GHz , 12 cores

From my understanding, the load average is below one that means it's not even using 1 core of the CPU fully. Can someone please explain how to read the number correctly? Thank you~
