is there a way to get virtualmin to upgrade mysql or is this Centos dependent?

Howdy -- yeah the MySQL packages used are those provided by CentOS. There unfortunately isn't a supported way to change the MySQL version, other than switching to a newer distribution.
That said, there are some who have used MySQL packages from other repositories and gotten that to work, but that's not something we recommend or support at the moment.
