The only way to do that would be to create a new Server Template, perhaps called "No Email", disable that option (in the Mail for Domain server template), and then when creating that Virtual Server, make it's template this new "No Email" template you created.

I believe it consults that option each time a user is created.
And you can change the Server Template for an existing domain.
So in theory, you shouldn't have to re-create anything. I don't think :-)
