How to allow users to create sql database

sorry because I repost same question asked https://www.virtualmin.com/node/8714

I have a problem where my user cant create new dabatase, There is only create tables in existing database... I followed the suggestion in old thread and no change I can see.. only create new table in existing db.. no option to create new database..

currently, only my root can create database

1-Selecet your doamin 2-Administration Options 3-Edit Owner Limits 4-Allowed capabilities and features 5-Select can manage database
