If that's the only folder the user needs access to, you could set it as the user's home directory and then configure the FTP server to restrict users to their home directories (for the domain in question).
Did you create a "website FTP access user"? If you create a regular user, you can set its home directory to anything under the virtual server home. Then you need to assign them a shell that allows FTP login (under "Other user permissions").
