So I have a root user that I created an account plan with. Then I create another user, with limited privelages, for a staff member so they can sign in and create new servers with that plan selected as the default. But instead, no account plans are showing up!

Well, only Master Admin users -- such as root -- can create new top-level Virtual Servers.
And only top-level Virtual Servers can have an account plan -- a Sub-Server would be part of the account plan belonging to the top-level domain.
In Virtualmin Pro, there is a special type of user called a "reseller". A reseller is able to create new top-level Virtual Servers, select Account Plans, and so on.
But without Virtualmin Pro, you would need a Master User to be able to create new top-level Virtual Servers and be able to set the Account Plan.

If my staff's accounts need to be a Reseller or Master then why would they have the option to Create a Server in the first place?
And how do I convert a staff's account to a Master or Reseller account?

They can create Sub-Servers -- that is, domains within the currently created accounts.
So when your staff is presented with the ability to create a new domain, unless they're a Master Admin, that domain would reside under a top-level Virtual Server, which already has an Account Plan setup for it.

Only Virtualmin Pro accounts have Reseller's available to them.
However, you can make a user a Master Admin by granting them root or sudo privileges on your server.
That is, if you take an existing user, and set them up with sudo in the /etc/sudoers file, Virtualmin will consider them a Master Admin.
