Virtualmin is setup to use /home for serving websites. I recommend not changing the default, it's somewhat complex to do so :-)
The problem is that FCGID and CGI both use suexec, which is setup during the Virtualmin installation to only allow web apps to run from /home. Changing that can be a bit difficult :-)
So, my suggestion is to keep the Virtualmin default, of serving websites from within the user's home directory's in /home.
