From a DNS standpoint, yep you can rather easily, by making a BIND zone "dynamic". You do that by setting a proper access key in the zone's "Edit Zone Options", entry "Allow updates from". That can e.g. be a "DNS Key" which you defined in the "Global Server Options".
The next step depends on whether you wish to perform updates through a webpage, or via DNS protocol commands. A while back I looked around for that a bit... Googling for "dynamic dns php" might give you some useful results.

Sorry, can you re-phrase that question? :) I don't get what you mean with "used for public IP".
haha....sorry for my bad english XD. well, i have 1 static ip public (this is my webmin server that i want to make dns server). i want make this server like afraid, because in future if i have another ip public and domain, i dont have to use afraid service anymore. that's what i'm trying to do now, hope you understand what i mean.

I guess I understand what you mean, but not really what the problem might/could be. :) The BIND nameserver of course operates on "public IPs", if you configure your server to be the authoritative nameserver for your domains in question, which you do at the registrar that holds the domain.

yeah you right, after i googling looks like i must have private dns nameserver for my domain, coz my ns stuck at the registrar.
hmm..maybe i should find free private dns nameserver XD

Yep, you'd need to use a registrar that allows you to configure the NS entries that are applied for your zone at the NIC. Otherwise you can't use your own custom nameservers.
