I installed virtualmin, and find any one FTP user can access the HOME directory,How should I do,FTP users are only allowed access to its own directory??
It sounds like what you may want are "Website access users". You can create one of those by going into Edit Mail and FTP Users, and select "Add a website FTP access user". That will create a user who can manage website content.

Just FYI, users can still easily access the home directory, for example with a php or perl script etc
Oh, I think I misunderstood what you wanted... after re-reading your post, it sounds like you want to lock users into their home directories.
You can do that by going into Limits and Validation -> FTP Directory Restrictions.
From there, you can set it up so that FTP users can only access their own homedir.

I'd recommend setting "All Virtual Servers" for the servers to apply to, and using "Users' home directories" for the "Directory to restrict".
