Attached my setup in server template and account plan.
Virtual server created with this account plan, even though it is unlimited db creation but when server's owner login to virtualmin, there are no place for him to create a new database.
Should I miss some other options to enable to permit server's owner has db creation ?
Even if the plan has unlimited DB's, the Virtual Server would still need to have the "MySQL" feature enabled.
You can verify that's enabled by going into Administration Options -> Edit Owner Limits, and make sure that "MySQL database" is checked.
Also, verify that "Can manage databases" is checked too.

After those permissions are set (and they usually are by default) where would the virtualserver owner go to create the database? (This is not the root account, or reseller, just regular virtualserver). "Edit Databases" does not appear under a normal account, only under root (or reseller, but I don't have the Professional version so I wouldn't know).
After setting "Can manage databases", you may still need to enable the "MySQL Database" feature if it's not already enabled.
That's in Edit Virtual Server -> Enabled Features.
Once you do that, the Virtual Server owner should see "Edit Databases" on the left after they log in.
