However, what's essentially happening is that Virtualmin downloads the source for the web app being installed, configures it, sets up a database if necessary, and installs it in your desired location.

I have VM pro installed and working. Under Virtualmin-system settings-script installers there are several apps I could use. How do I get from script installers to installed application?
The screen you're seeing there is for tweaking how the Install Scripts system works... that's something just for the root user, and only when the default settings aren't right for you.
Rather than looking there, I'd suggest looking for the "Install Scripts" link near the top on the nav bar on the left. It's below "Edit Databases" and above "Edit Web Pages".
When you click "Install Scripts", you'll see a list of web apps you can install for that particular domain.
