proftp

ok so I created a new top level virtual server and enabled Create Webmin login for a new user. The problem I'm having is when I login to ftp with this user, the whole hard drive shows up in the ftp panel. How can I limit this ftp user to just his or her own server files? Thanks.

You can go into Limits and Validation -> FTP Directory Restrictions, and you can setup a directory restriction of "Users' home directories" for one or more Virtual Servers.

if I set this to all virtual servers will it also alply to new servers I create, or do I have to do this again when ever I make a new server? Thanks for the help.

It should apply to all of them, including new ones.
