How to auto create cgi-bin for virtual servers

I just installed a virtual server and it's not creating a cgi-bin. How do I go about adding this feature? Also, for already created virtual servers how do I add the cgi-bin to be an authentic cgi-bin?

ok, nevermind. I didn't realize it was in the root directory. I just figured it would only work in the public_html dir. But that is not the case.
