That's because Joe puts the Virtualmin packages through a more rigorous QA process.
And in fact, it's a good thing he did that, because the last Webmin version that came out had some problems that affected Virtualmin users who manually downloaded it from Webmin.com, prior to Joe testing it and putting it in the repositories here :-)
So, packages show up in the Virtualmin repository when they're tested and ready :-)
