When a Virtual Server has the "MySQL login enabled" feature enabled, and they haven't hit the database limit set in "Maximum allowed databases" under "Edit Owner Limits" in Administration Options, they should be able to make new databases.
That can be done by going into Edit Databases, and clicking "Create a new database" near the bottom of the screen.
