Script Upgrade Notice

I have the script upgrade notice sent out to the domain administrators, resellers, and system administrators so everybody can know about the upgrade and install it where they are responsible. However, not everybody does this so everybody gets an email daily for the same upgrade notice. Is there a way to change this so it is sent only once?
