Is Usermin installed with Virtualmin? I thought it was, but I cant find it anywhere. I tried logging in with port 20000 and made sure I had a hole in the firewall, but it didnt work.
A post you made in another thread makes me think you're not working with Virtualmin Professional. In which case, what I've said is not correct. Virtualmin GPL is nothing more than a (really cool and powerful) Webmin module. It does not install any of the other components of a web hosting system. Usermin must be installed separately from the package provided at Webmin.com.
Virtualmin Professional includes an automated installation system that installs and configures all of the components you need for virtual hosting, including Webmin, Usermin, and the Virtualmin Webmin module (among other things).
Not trying to sell you Professional, if you don't need it, just trying to clarify what components do what.
and got this result

I went to running processes and looked for usermin and seen this.
2329 root Oct10 /usr/bin/perl /usr/libexec/usermin/miniserv.pl /etc/usermin/miniserv.conf
2336 root Oct10 /usr/bin/perl /usr/libexec/webmin/miniserv.pl /etc/webmin/miniserv.conf

Yes, Usermin is a core part of the stack.
Maybe something isn't right in the install, leading to it not firing up.
Try this:
/etc/usermin/start
And let us know what you get back.

Never mind, I found the problem. I forgot to open the Firebox Firewall up for this computer on port 20000 - whoops!
all better now.
