I had some permission issue with ClamAV, so I uninstalled it. How can I reinstall it properly? Reading post on here I see things for installing it from virtualmin repo, but when I run 'yum install clamav' I do not see a virtualmin repo. And the package is being installed from epel.

Howdy -- before attempting to install it, we'd suggest disabling any third party repositories, as it could pull that package or other ones in from there rather than from the standard repositories that are known to work.
Once you do that, try installing the "clamav" package again.
If that still doesn't work, what is the output of this command:
ls /etc/yum.repos.d
