I assume you have a virtual server already. Go to Virtualmin -> Services -> Configure Website (Website Server Options). There is an icon [SSL Options]. This icon shouldn't be there.
Here are my reasons:
1) This page is related to port 80, this is normal http protocol.
2) SSL should be added editing Virtual Server then enabling feature "SSL website enabled?". Once you enabled it, a new link will be created in Services -> Configure Website for SSL. Inside this section anyone who wants setting up all values for SSL can do it.
This is a program logic issue, it is not a bug. But it creates confusion being listed related to port 80.

Good idea - I will fix this in the next Webmin release (version 1.730).
