I'm optimising Virtualmin for a single website on a small 512MB Digital Ocean VPS to reduce RAM useage. I have disabled a few services that I don't need (Virtualmin libraries, Clamav-daemon, Clamav-freshclam, Dovecot, Mailman, Proftpd) and was wondering if it's also safe to disable the Usermin service as well ?

Howdy -- it's no problem to disable Usermin. In it's place, you could use something like RoundCube, which is available as an Install Script.
