Under Debian 7 (Wheezy) some files end up being owned by root:root under /var/lib/spamassasin on new Virtualmin installations. The installer should fix this and make debian-spamd:debian-spamd own the new files. Else running e.g. sa-rules using the default cronjob doesn't work.

Virtualmin doesn't touch that directory though - any permissions come from the Debian packages.
What files in that directory specifically have the wrong ownership?

To be specific this was the directory /var/lib/spamassassin/3.003002 and files below. The other directories and files were fine.

I think you may be better off filing a bug with Debian about this, as even if VIrtualmin was to override their permissions the change would be lost on a spamassassin package update.
