I believe that will generate an error during the installation process, which may cause yum/rpm to think it failed for some reason, preventing the installation process from completing.
Feel free to give it a try if you like, but I believe using chattr wouldn't work properly.

The file is at
/usr/libexec/webmin/virtual-server-theme/favicon.ico
. However, if you modify it beware that it may get replaced by future upgrades.How about adding
chattr +i favicon.ico
