error in trac upgrade [#21371]

when using the script installer from version 0.12.2 to 0.12.3 the following error occured:

Upgrade command failed : Error: IOError: [Errno 2] No such file or directory: '/home/demo.co.uk/public_html/dev/trac/VERSION'
.. done

now when using trac, this error is generated on certain pages:

Report execution failed:

'utf8' codec can't decode byte 0x95 in position 0: unexpected code byte

Which Linux distribution and version are you running there? Some (like CentOS 5) lack python packages that Trac 0.12.3 needs.

yes its Centos 5.7 - this was an upgrade from 0.12.2, so additional python packages will need to be installed for the upgrade to happen successfully?
