I recently installed Virtualmin to a new server and changed the license file using the command: virtualmin change-licence --serial SERIAL_NUM --key LICENSE_KEY. The serial number and license key are correct, but systems installed on is 2 and when I click on the re-check Virtualmin link the page returns this error message: You are not allowed to re-check the Virtualmin license.

Howdy -- that particular error can occur if Virtualmin thinks that it's running the GPL version, rather than the Pro version.
Even if you change the license information -- there are still other differences between the two.
Is it possible that you had installed Virtualmin GPL rather than Pro?

It is possible. Is there a way to switch from GPL to Pro or do I need to reinstall?

If you click on System Settings, you should see an "Upgrade to Pro" option if you currently have Virtualmin GPL installed there.
