I created a new user and when I tried to login it failed. After a few attemps I got the following message:
Error - Access denied for 70.190.186.236. The host has been blocked because of too many authentication failures.
How do I unblock myself?

How was this closed? I'm not sure how to unblock either and there was no answer.

DId you see my comment #1 above?
Basically, the fix is to SSH in as
rootand run/etc/webmin/stop ; rm -f /var/webmin/blocked ; /etc/webmin/start
