After the virtualmin installer finished should dovecot start after reboot? The default setting seems to be no.

Yes, it should .. however, there is a bug in Webmin that can prevent this.
The fix is to SSH in as root and run :
/etc/init.d/dovecot startchkconfig dovecot on
We will release a fix for this soon ..
