Why doesn't cloudmin assign IP address allocation ranges automatically for OpenVZ hosts (like it did for KVM)?

Because it cannot safely know what range is available for allocation. The GPL versions take a guess based on the local network in order to make the product a bit easier to use, but this approach doesn't really scale, as it may cause you to use IPs that are allocated to some other machine or datacenter customer.
