It is possible to import a virtual server from A to another vmin host B that has less features (e.g. mail and spam not enabled).
However, if you want to enable mail for domain on host B (in features and plugins), you get an error message that it is not possible save the settings, because the imported virtual server has spam activated. So far so good. I think the bug now is, that you are not able to disable spam on that imported virtual server (it is not listed) or that spam should have been set to "no spam" during import.

When you say "import" , do you really mean using the backup feature on host B and a restore on host A?
Virtualmin has something else called "importing" , which is for bringing a manually created domain under Virtualmin's control.

Correct. I meant "importing" by restoring.

Thanks for pointing this out .. I will fix this in Virtualmin 3.84, by clearing un-supported features when restoring. The work-around in your case is to edit the files under
/etc/webmin/virtual-server/domains
and remove all thespam=1
