I was running with quotas off.
Had no problems with added, using or deleting email accounts for domains.
Since the recent updates now when I try to delete a mail account I get this: "Failed to delete users : setquota: Quota file not found or has wrong format. setquota: Not all specified mountpoints are using quota."

Sounds like quotas may not be active on all your filesystems.
If you go to System Settings -> Re-check Config, does it report that quotas are enabled? If not, you may need go to Webmin -> System -> Disk Quotas to enable them.

Webmin -> System -> Disk Quotas to enable them gives me:
Failed to open //aquota.user for writing : No such file or directory

That's odd .. the quota commands should create that file.
Are there any quota files in the / directory?

Root looks like attached. :) Just two folders (symbolic links?) but no files.

That looks totally wrote - aquota.user and .group are supposed to be files, not links to directories!
I suggest deleting them, trying to enable quotas again, then re-running the configuration check in Virtualmin.

Progress! :)
I deleted the links to directories and reran the enable and the files were created but I got this error:
quotaon: using //aquota.user on /dev/simfs [/]: Permission denied
The permissions on the new files are 600

simfs? Is this a real system or a VPS .. and it is a VPS, what type is it? Some (like OpenVZ and vservers) don't support quotas..

Yes it's an OpenVZ VPS so you see I am sort of stuck in that I can't delete the email account without setting up quotas and I can't enable quotas because of OpenVZ.
Any ideas on how to get around this quandry? :)

If you go to System Settings -> Re-Check Config, Virtualmin should detect that quotas are no longer active, and then allow you to delete users..

I am having this same exact issue but I have been on the same server, same vps and quotas were working just fine until a recent CentOS update. I deleted the symlinks and got the same permission denied error when I tried to enable. I want quotas and if it was working before, should be a way to fix this.

Well I went to recreate it by creating a virtual server but it worked with no errors this time. I'll let you know if it returns.
