I need to shutdown a 2nd server which has my backup DNS and a Hold and Forward email server. I'm not sure what the steps would be on my primary server to rehost the ns2 record and discontinue using the other server for both. Any docs or suggestions?

So are you going to replace this system with another backup nameserver, or simply shut it down? The steps would be different depending on which one ..

For now, just shut both services down and put the secondary nameserver back on the primary server. We will not have a backup mailserver for now, either. Long story, but I will not have another server available to do those things in the short term.

In that case, you can disable the secondary MX at Addresses and Networking -> Secondary Mail Servers.
And you can disable the secondary DNS at Webmin -> Servers -> BIND DNS Server -> Cluster Slave Servers.
There is no need to move those functions to the virtualmin system, as it is already the priority MX and primary DNS for the domain.
